Issue and Objectives
This programme intends to co-finance the operating expenses that enable European Federation of Street Children to implement a range of activities envisaged in their work programmes that contribute to the development and implementation of one or several of the objectives of the Daphne III programme, such as contributing to the prevention of, and the fight against, all forms of violence occurring in the public or the private domain against children, young people and women, including sexual exploitation and trafficking in human beings, by taking preventive measures and by providing support and protection for victims and groups at risk.
Activities
The main activities of the co-funded annual workprogramme are:
- European Forum on Street Children 2012 - The European Forum 2012 will analyze the reasons and types of violence against unaccompanied minors, identify targets for structural change to implement the goals of the EU Agenda for the Rights of the Child and elaborate a common European strategic policy approach to promote the protection and prevention of violence against these children. It will provide an exchange of best practice among the stakeholders from civil society, NGOs, EU, national and local authorities, research;
- Strategic Workshop - Data collection as a prerequisite for identifying the needs of street children – Expert meeting on deficit analysis, indicator development and strategies for evidence-based policy making. Gathering key stakeholders from EFSC member organizations, EU institutions, NGOs, national and EU statistical experts, it aims at achieving a systematic analysis of the gaps in data collection on the situation of street children in Europe, a definition of common standards for indicator elaboration, strategic target definitions and policy design development to reach a common European approach for collecting reliable and comparable data on the number and living conditions of street children.
- EU Capacity Building Seminar - EU Fundraising and Project Management Seminar: EU Funding and assistance programmes of relevance to NGOs from the EU`s internal and external policy contexts working for children and youth at risk.
- Public Relations; Information, Advice and Networking with EFSC Member Organizations. Regular news updates as well as the quarterly newsletter and training materials will also be available on the EFSC Website, where the new section “Protecting the Rights of Most Vulnerable Children” will be constantly updated. The members` section will be further developed in order to increase the information on their national activities in combating the social exclusion of street children.
Results and products
The main outputs of the project will be:
- a summary report with an analysis on the reasons and types of violence against unaccompanied minors, identifying also the targets for structural change in order to implement the goals of the EU Agenda on the Rights of the Child;
- a strategic policy approach and joint declaration by the participants to promote the protection and prevention of violence against unaccompanied minors;
- a press release on the outcomes and results of the forum aiming to further disseminate and enlarge the awareness scope on issues related to the protection and violence prevention of unaccompanied minors;
- summary report containing the above mentioned elements including key data, facts, methodological approaches and a strategic advice for policy design on data collection;
- position papers on policy developments in the field of child rights.
